Regulations 28 to 43 of the 2007 Regulations require employers to select suitable work equipment, maintain it, ensure it is used only by trained persons, guard dangerous parts, provide controls and information, and inspect equipment exposed to conditions causing deterioration. Regulation 31 specifically requires that where work equipment presents a specific risk, its use is restricted to persons given the task, and repairs, modifications and servicing are done by designated competent persons. Mounting an abrasive wheel is exactly that kind of task.
Section 10 of the 2005 Act requires the training necessary to do the job safely. For abrasive wheels the accepted content mirrors the old 1982 schedule: hazards and precautions, wheel markings and speed, storage, handling and inspection, mounting, balancing, guards, dressing and truing, and the correct use of the machine. Employers keep a record of the people appointed to mount wheels.
Every abrasive wheel must be guarded so that the guard contains fragments if the wheel bursts and prevents contact with the wheel, with the guard adjusted as the wheel wears. The maximum speed of every wheel must be marked, and the spindle speed of every machine must be marked so the two can be compared. Wheels may only be run at or below their rated speed.
